What Can You Do With Your Italian Residence Permit Receipt? A Practical Guide

When you submit your application for an Italian residence permit — whether for a first issue or a renewal — Poste Italiane issues a postal receipt at the time of sending the kit. In some cases, where the application is processed directly at the immigration office without the postal kit, the receipt is issued by the local Questura instead.

This receipt is not just a piece of paper. It certifies that your immigration position is currently pending and, in many situations, it allows you to continue living and working in Italy legally while you wait for the final permit.

But what exactly can you do with it — and what are the limits?

Can you work with the residence permit receipt?

Yes — but only if your permit type allows you to work. For example, a work permit receipt allows you to work, while a study permit receipt only allows work within the specific limits set for that permit category. Italian law allows foreign nationals to begin or continue working while waiting for the issue or renewal of their permit, within the scope of their specific permit type.

Under Article 5, paragraph 9-bis of the Consolidated Immigration Act (Testo Unico Immigrazione), a worker may lawfully reside and carry out temporary work activity until the Public Security authorities notify any obstructing reasons.

However, specific conditions must be met depending on your situation:

First issue for work purposes: The application must have been submitted within 8 days of entry into Italy, simultaneously with the signing of the residence contract at the Single Desk for Immigration (Sportello Unico per l’Immigrazione).

Renewal: The renewal request must have been submitted before the expiry of the old permit — or within 60 days of its expiry.

Documentation to keep with you:

  • the original postal receipt
  • a copy of the application form (kit)
  • proof of your employment relationship (contract or hiring letter)

Family permit applicants: can you work?

If you have applied for a residence permit for family reasons, you can begin working immediately with the receipt alone — no conversion required.

Italian law provides that this type of permit allows the holder to carry out both employed and self-employed work, subject to minimum age requirements. The same protections that apply during the waiting period for work permits also apply in this case.

Can you register with the national health service (SSN)?

In most cases, yes. The receipt is generally accepted for registration or maintenance of registration with the National Health Service (SSN), particularly for renewals.

In practice, the local health authority (ASL) may also request your tax code and your expired permit alongside the receipt.

If the office refuses to process your request, ask them to put the refusal — or any request for additional documents — in writing. This protects your rights and gives you a formal basis to escalate the matter if needed

Can you register your residency (residenza)?

In practice: Many municipalities will proceed with residential registration — or confirmation of existing registration — based on the receipt alone, particularly for renewals.

That said, practices vary significantly between different municipal offices. If you encounter problems, formalise your request in writing and ask for a written, reasoned refusal from the municipality. This is an important step if you need to escalate or seek legal assistance.

Can you travel abroad with the permesso di soggiorno receipt?

This is where you need to be careful.

The receipt does not replace the definitive residence permit. Travelling abroad with the receipt alone can cause serious complications — especially if your journey involves transit through other Schengen Area countries.

If travel is necessary while your application is pending:

  • carry all your application documentation with you
  • bring your expired permit (if it is a renewal)
  • plan your itinerary carefully to avoid Schengen transit issues
  • travel via direct flight to your home country where possible

When in doubt, consult an immigration lawyer before booking any international travel.

Does the permesso di soggiorno receipt expire?

Yes — the postal receipt has its own expiry date printed on it. And since residence permit processing times can extend well beyond that date, you may find yourself holding an expired receipt before your permit is even ready.

What happens then? This is another area where practice varies significantly between Questure.

In our experience:

  • Some Questure renew the receipt upon request, extending it manually — typically by writing “extended until [new date]” directly on the document in pen.
  • Others do not renew it at all and simply expect you to continue waiting without an updated document.
